Background

This assignment evaluated the feasibility and produced a cost–benefit analysis for converting an abandoned 774.1 km railway corridor from Belgrade to the Adriatic coast into a bicycle greenway. The project scope included inventorying technical and functional conditions, classifying sections into nine surface/usage categories, preparing bills of quantities, and estimating potential cyclist traffic which was used in a cost/benefit analisis. An investment program was developed to guide national and local authorities in Serbia, Bosnia and Herzegovina, Croatia, and Montenegro.

While direct financial returns from increased cycle tourism appear limited, the analysis finds substantial non‑market benefits—environmental improvement, CO2 and congestion reduction, public health gains, and long‑term job creation—that justify investment in the greenway for regional development and community well‑being.
